Dans un mois environ le pays vivra ” sous tension électorale
“. Le prds mais aussi les autres partis de l’opposition vont
tenter de convaincre ceux qui ne l’ont pas été de la
nécessité de voter pour eux.
Pour ce scrutin, le pouvoir affirme, à qui veut le croire,
que toutes les dispositions en vue d’élections libres et transparentes,
ont été prises. Bien sûr, nous n’en sommes pas
encore au stade de commission nationale électorale mais les
autres mesures ont été largement satisfaites : Carte
d’identité infalsifiable, bannissement du vote spécial
des forces armées et des candidatures indépendantes,
droit de regard reconnu à l’opposition, liste électorale
disponible pour les partis d’opposition, autonomie des communes, institution
de la proportionnelle et enfin, subventions des partis ayant recueilli
au moins un pour cent des suffrages.
Ces mesures sont, aux yeux du pouvoir, suffisantes, aux yeux de l’opposition,
insignifiantes.
Toujours est-il que c’est sur cette base que la nouvelle expérience
démocratique aura lieu.
L’opposition même récalcitrante participe en masse et
avec un nombre très important. Le prds a perdu un peu de son
assurance malgré la confiance qu’il veut afficher.
Vraisemblablement, c’est la campagne qui déterminera le véritable
visage des prochaines élections. Les électeurs sont
en majorité sceptiques quant aux promesses et même si
on a tendance à penser le contraire, l’électeur mauritanien
peut réserver la surprise en dernière minute.

“L’architecture contemporaine japonaise”
| Organisée par l’ambassade du japon en Mauritanie en collaboration avec l’institut Mauritanien des Recherches Scientifiques (IMRS), ” l’exposition de photographies sur l’architecture japonaise contemporaine, 1985 -1996 ” a été ouverte le 23 août 2001 au Musée National. ” Je voudrais vous dire tout d’abord que c’est pour moi un grand honneur de représenter son excellence M. Akihiko Furuya, ambassadeur du Japon en Mauritanie, au vernissage de l’exposition de photographies sur l’architecture japonaise contemporaine, 1985 – 1996 que l’IMRS a eu l’amabilité d’organiser au Musée National de Nouakchott du 23 au 31 août 2001 ” a noté Mme Masako Kamimura, |
la première
secrétaire de l’ambassade japonaise lors de la cérémonie
de vernissage, en présence du directeur de l’IMRS, du conseiller
technique du ministre de la Culture et de l’Orientation Islamique et
du conseiller technique du ministre de la Fonction Publique, du Travail
, de la Jeunesse et des Sports.
Il s’agit d’une exposition itinérante de la Fondation du Japon,
un organisme sous la tutelle du ministère des Affaires Etrangères
du Japon chargé des échanges culturels internationaux.
Parlant de la portée de l’événement, Mme Kamimura
a indiqué : ” Cet événement renforce les échanges
culturels et surtout la compréhension mutuelle entre la Mauritanie
et le Japon”.
L’exposition, regroupe environ une centaine de photographies, montrant
les diverses catégories de l’architecture japonaise contemporaine
:les métropoles, les villes moyennes, les villes secondaires,
les villages, les banlieues, les terres récupérées,
la campagnes et les complexes.
Il s’agit d’une architecture riche et variée que les architectes
nippons ont donnée à leur pays en s’adaptant aux exigences
d’une nature ingrate et difficile à comprendre. ” Vous le
savez, le relief du Japon est très montagneux et les perturbations
sismiques sont assez fréquentes. Mais les Japonais ne se sont
pas résignés. Ils n’ont pas, non plus, cédé
à la fatalité. Grâce à leur courage et à
leur détermination, ils ont su progressivement étudier
les phénomènes et mettre en œuvre des systèmes
de prévention et de protection limitant l’ampleur des dégâts.
De génération en génération, l’expertise
de nos architectes et de nos techniciens nous ont valu des performances
considérables, alliant avec harmonie le respect des normes techniques,
l’usage des matériaux appropriés à notre climat
et à nos besoins, notre sens esthétique “, a expliqué
Mme Kamimura.
| La présente exposition montre l’architecture japonaise contemporaine au cours d’une décennie de créativité (1985 – 1996). La première partie de cette période correspond à une ère de prospérité économique au Japon et où le monde de l’architecture était aussi pleine de vie. L’évolution de l’architecture japonaise démontre aussi que cet art est une partie de la culture qui n’est pas seulement tirée par l’économie. Elle montre comment l’expression architecturale s’est adaptée aux changements des conditions sociales au Japon et des classifications sociales. Par ailleurs, dans le cadre de la coopération entre la Mauritanie et le Japon, le Musée National recevra prochainement un don japonais constitué d’un matériel audiovisuel. Déjà, la salle archéologique a reçu un financement de la Coopération Française pour sa rénovation. |
