Forum
de soutien au peuple palestinien : le consensus minimal déploré
Le siège
du RFD a abrité l’après-midi du 14 avril une rencontre
destinée à jeter les bases d’une stratégie active
de soutien au peuple palestinien. La rencontre était marquée
par la présence de plusieurs partis politiques et syndicats (AC,
Attalia, APP, UFP, CGTM, CLTM, SIPES).
Les participants envisageaient aussi l’organisation d’une future marche
de soutien au cas où elle ne serait pas autorisée par
le pouvoir.
Les débats étaient dirigés par M. Ely Ould Allaf,
une personnalité indépendante, qui a axé son intervention
sur les racines du conflit arabo-israélien.
Cependant, au lieu de constituer une opportunité de convergence
de vues sur la question de l’heure, les organisateurs se sont plutôt
attardés sur des problèmes à connotation idéologique
au détriment de l’objectif de la rencontre.
C’est suite à une question posée par notre confrère
Aboul Maaly relative aux divergences des participants sur la légitimité
des accords d’Oslo que les dissensions entre M. Ahmed Ould Daddah (qui
a perçu la question provocatrice) et les nationalistes arabes
(APP, Attalia) vont surgir et empêcher le succès de la
rencontre.
Commencée à 18h15, la séance a été
levée à 19h dans une atmosphère délétère.
Tidjania
: Ziarra à Médina Gounass
Plusieurs
milliers de pèlerins Mauritaniens se sont déplacés
vendredi à Médina Gounass, haut lieu du pèlerinage
tidjane au Sénégal. Le rassemblement religieux se tient
cette année du 12 au 25 avril. Les autorités centrales
ont demandé aux autorités frontalières (Trarza,
Brakna, Gorgol et Guidimakha), de permettre l’ouverture de points de
passage, au niveau de 16 localités tout le long du fleuve. Ainsi,
du barrage de Diama à Bakel, le passage est officiellement autorisé,
pour faciliter la tache aux pèlerins. Rappelons que Médina
Gounass, haut lieu de culte tidjane, est situé à l’Est
du parc Niokolo Koba dans le Sud sénégalais. Fondée
par Mamadou Saïdou Ba, le site reste un haut lieu de diffusion
de la culture et des sciences religieuses.
2ème
session ordinaire du conseil de la Communauté Urbaine
La
deuxième session ordinaire du conseil de la Communauté Urbaine
de Nouakchott s’est ouverte le 14 sous la présidence de M. Didi
Ould Bounama en présence du wali de Nouakchott, représentant
la tutelle. C’est le deuxième conseil depuis la mise en place de
la Communauté Urbaine. La première session, qui avait suivi
la mise en place, avait été consacrée à l’adoption
du budget, la mise en place effective de la communauté et l’établissement
d’un schéma de répartition du personnel et des moyens
Le présent conseil de la communauté qui se poursuit à
l’heure où nous mettons sous presse examine un ordre du jour comportant
des points relatifs à la révision du budget de la Communauté
Urbaine pour 2002, chiffré à plus de trois milliards d’ouguiyas
sur la base des observations de la tutelle, la restructuration administrative
de la communauté qui aligne actuellement un effectif dépassant
trois cent unités et l’adoption des indemnités et allocations
accordées aux cadres et responsables de la communauté.
Appels
à la rupture des relations diplomatiques avec l’Etat hébreu
Les atrocités perpétrées par Israël contre
la population palestinienne dans les territoires occupés n’a
pas fini de susciter des réactions dans le milieu universitaire
et scolaire. Après les manifestations des derniers jours et la
grève de la faim de quelque 70 étudiants, ce sont les
professeurs du Syndicat indépendant de l’enseignement secondaire
(SIPES) qui se sont mis de la partie pour dénoncer la tuerie
dont sont victimes les palestiniens. Les professeurs ont ainsi observé
mercredi deux heures d’arrêt de travail pour exprimer leur solidarité
avec le peuple palestinien et organisé un sit-in devant le ministère
de l’Education nationale. Dans une déclaration qu’ils ont également
publiée le même jour, ils ont appelé le gouvernement
à “rompre ses relations diplomatiques et commerciales avec
l’entité sioniste”.
De leur côté, les étudiants de l’Université
de Nouakchott ont choisi la voie de la grève de la faim pour
“faire connaître au monde notre communion avec nos frères
palestiniens”, selon leur porte-parole. 70 étudiants avaient,
en effet, commencé mardi une grève de la faim “illimitée”
qui a finalement été arrêtée vendredi dernier,
au terme de près de quatre jours de privation de nourriture.
C’est probablement en raison de la détérioration de l’état
physique de certains grévistes de la faim, dont plusieurs ont
été admis d’urgence à l’hôpital, que le mouvement
a été stoppé. Malgré tout, les étudiants
continuent de réclamer la cessation de l’agression israélienne,
le retrait des “forces d’occupation sionistes” des territoires
palestiniens et la fermeture de l’ambassade d’Israël à Nouakchott.
Le
parti au pouvoir organise une collecte en faveur des Palestiniens
Le
Parti Républicain Démocratique et Social (PRDS) a ouvert
le 11 avril une vaste campagne de collecte d’aides en faveur des Palestiniens,
a annoncé le responsable du département de la communication
du PRDS, M. Kaber Ould Hamoudy. Dans un communiqué télévisé,
le PRDS, qui a ouvert des comptes bancaires pour recevoir les dons,
annonce qu’il apporte son appui aux positions du gouvernement “qui
soutient fermement la cause du peuple palestinien, exprime sa solidarité
avec son président Yasser Arafat et continue de penser que seule
la voie de la négociation et du dialogue est capable de garantir
leurs droits aux palestiniens”. Plusieurs autres organisations
de la société civile dont des partis de l’opposition,
des syndicats et des organisations de défense de droits de l’homme
se sont constitués en “forum national de soutien au peuple
palestinien”. Le forum, qui a publié dimanche son premier
communiqué, demande au gouvernement de rompre ses relations diplomatiques
avec Israël et “dénonce l’attitude complice et inadmissible
du gouvernement” face aux événements en territoires
palestiniens
Arrêtons
les tueries et le gaspillage des biens
La
recrudescence des accidents aussi bien à Nouakchott qu’à
l’intérieur du pays est un phénomène inquiétant
dont les conséquences douloureuses doivent interpeller la conscience
de chaque citoyen ainsi que celle des autorités administratives
concernées. L’enjeu sérieux de cette situation alarmante
nécessite une action concertée et dynamique des pouvoirs
publics en étroite collaboration avec les usagers de la route
dans le but de faire baisser le nombre des accidents annuels qui s’accroît
de plus en plus avec son cortège de morts et de blessures graves
en plus des dégâts matériels parfois lourds.
Le véhicule sont à la fois utiles et dangereux, deux facteurs
réels dont chaque conducteur se doit d’en tenir compte dans le
but d’un usage rationnel.
Les conducteurs éviteraient des complications en vérifiant
leurs voitures en permanence tout en respectant le code de la route
pour épargner des pertes humaines ou matérielles fort
regrettables.
L’importance du parc automobile où certains véhicules
vétustes doivent être interdits de circuler, l’extension
de la ville de Nouakchott, l’augmentation des tronçons bitumés
ou en remblai tant dans la Capitale du pays qu’à l’intérieur,
la facilité d’obtenir ou de falsifier un permis de conduire,
l’insuffisance des panneaux de signalisation, la circulation désordonnée
des charrettes, l’absence de passages cloutés pour les piétons,
l’implantation des fosses septiques dans les espaces publics ou dans
les rues, la divagation des animaux et l’absence d’émissions
relatives à la prévention routière sont des points
clés parmi tant d’autres à débattre pour trouver
des solutions urgentes et appropriées afin d’endiguer les conséquences
dangereuses des accidents de la circulation de la route et asseoir une
stratégie globale de la prévention routière qui
serait dynamique et durable.
Une réflexion autour de ces points s’impose à travers
des tables rondes, des débats médiatisés et des
articles de presse qui permettra de circonscrire et diagnostiquer les
vrais maux de cet état de chose en vue de dégager les
voies et les moyens d’un plan d’action susceptible d’atténuer
les impacts malheureux des accidents de la circulation de la route sur
nos populations.
La majorité des différentes infractions relevées
à l’issue des accidents par la police ou la gendarmerie sont
: refus de priorité, engagement hâtif sur une voie donnée,
manque de maîtrise, changement de direction et excès de
vitesse ce qui montre l’empressement et la négligence des conducteurs
de façon générale.
Une estimation approximative des accidents, sans être exhaustive,
à Nouakchott est de l’ordre de 6.000 cas et pour le reste du
pays cette estimation est de 1.000 cas environ pour 2001 qui se répartissent
grosso modo ainsi :
– Taux de mortalité, traumatismes graves, fractures 15 %
– Taux des blessés semi-graves 10%
– Taux des blessés légers 20%
– Taux des dégâts matériels graves 20 %
– Taux des dégâts matériels semi-graves 15 %
– Taux des dégâts matériels légers 20 %
Au regard de ce tableau purement indicatif et estimatif, il y a lieu
de constater que les pertes humaines et matérielles de nos populations
sont considérables et surtout le nombre des handicapés
augmente sensiblement d’une année à une autre, ce qui
est inquiétant et même inadmissible.
Compte tenu de l’extension de la ville de Nouakchott et l’augmentation
des artères bitumées ou en remblai, la réglementation
de la circulation routière doit être revue en profondeur
et actualisée pour sécuriser au maximum nos populations.
La nécessité pour chaque citoyen d’appréhender
les risques inhérents à la circulation routière
devrait conduire à une prise de conscience. Ce faisant, les usagers
de la route doivent conduire pour vivre plus longtemps et non pour tuer
ou se suicider.
