“Savoir
POUR TOUS” : La campagne internationale est lancée
Dans
le cadre de la coopération entre la Mauritanie et l’UNESCO, Madame
Rosamaria Durand, Directrice du Bureau Régional de l’Organisation
à Rabat, effectue une visite de travail en Mauritanie du mardi
24 septembre au mardi 1er octobre 2002. Cette visite qui couronne le
travail de sensibilisation mené par l’ambassadeur, délégué
permanent auprès de l’UNESCO, S.E Sidi Mohamed Ould Sidaty, s’inscrit
dans l’action de promotion internationale du programme stratégique
“Savoir pour tous” dont participe le projet “Maisons
du livre et de la lecture”.
Le séjour de la Directrice du Bureau de Rabat dans notre pays
consacre ainsi l’adhésion totale de l’UNESCO aux choix fondamentaux
en matière d’acquisition et de diffusion du savoir.
Cette convergence des stratégies destinées à utiliser
les techniques et méthodes d’appropriation de la science et du
savoir reflète la pertinence avec laquelle la sensibilisation
a été portée au plan international.
En effet, la délégation permanente auprès de l’UNESCO
a saisi le Directeur Général de l’organisation et entrepris
divers contacts en vue de sensibiliser davantage l’UNESCO sur l’engagement
personnel du Président de la République que traduit le
programme “Savoir pour tous”, les ambitieux projets en cours
dans notre pays en matière de Culture, d’Education et de Science,
et sur les efforts du Gouvernement pour combattre la pauvreté
à travers une stratégie novatrice promouvant l’acquisition
et la diffusion du savoir et l’accès aux nouvelles technologies.
Ces options nationales étant en parfaite adéquation avec
le programme “Education pour tous” de l’UNESCO, il en a résulté
une convergence positive des approches et des programmes de lutte contre
l’illettrisme, la pauvreté et le sous-développement.
Sur son séjour en Mauritanie, les projets relatifs aux champs
de compétence de son organisation, la nature de ses engagements
futurs et sa propre perception des stratégies nationales en la
matière, nous avons rencontré pour vous, Mme Rosamaria
Durand qui a accepté de se prêter à nos questions.

Info : Vous venez d’être désignée par l’UNESCO comme
Directrice du Bureau du Maghreb, il y a à peine trois mois, pouvez-vous
nous dire pourquoi vous avez au terme de vos prises de contacts, visité
la Mauritanie en premier lieu?
Rosamaria Durand: C’est une bonne question. J’ai visité la
Mauritanie pour deux raisons. D’abord, vous le savez peut-être,
il y aura la possibilité d’une visite officielle de notre Directeur
Général et je suis là pour préparer avec les
autorités nationales un programme pour cette visite.
Mais je pense que la raison principale c’est aussi l’intervention de votre ambassadeur délégué auprès de l’UNESCO S.E. Sidi Mohamed Ould Sidaty qui a demandé à l’UNESCO de participer au programme “Savoir pour tous” lancé par Monsieur le Président de la République Islamique de Mauritanie. Ce programme intéresse beaucoup l’UNESCO, et le Directeur Général y est très sensible et m’a demandé de venir en Mauritanie pour voir comment l’UNESCO peut s’inscrire dans le programme du “savoir pour tous”. |

C’est vrai,
je suis au Maroc depuis seulement trois mois et je vais commencer à
visiter les pays couverts par notre bureau au Maroc. Pourquoi dès
lors, ne pas commencer par la Mauritanie? C’est vraiment une entrée
magnifique pour mon travail.
NI : Le programme
‘savoir pour tous” est une initiative présidentielle
lancée en 1999, vous semble-t-elle unique en son genre ou avez-vous
de par votre grande expérience rencontré des initiatives
similaires?
RD : Vous savez, je travaille depuis plus de 20 ans dans la coopération
internationale et surtout dans les domaines de l’éducation, de
l’alphabétisation de la promotion du livre et de la lecture avant
de devenir Directrice. Je suis plutôt généraliste,
mon métier à moi c’est vraiment ça.
Pour vous dire si j’avais déjà vu des projets similaires
dans d’autres pays, je vous dirai qu’avec l’expérience, je l’ai
vu. Par contre, ce que je n’ai pas vu et qui fait que la Mauritanie
est unique c’est la présence d’une telle volonté politique
dans ce pays. Je suis vraiment touchée et impressionnée
par cet enthousiasme, cette euphorie que j’ai notés avec beaucoup
de gens pour ce que c’est l’initiative du Président, de lier
le développement durable à l’éducation.
Il y a beaucoup de gens de par le monde qui sont encore analphabètes,
il y a beaucoup de campagnes d’alphabétisation, beaucoup de campagnes
pour le livre mais on ne voit pas souvent cet engagement et cette volonté
politique pour laquelle je félicite votre gouvernement et Monsieur
le Président de la République. Je le dirais d’ailleurs
dans une déclaration.
NI :
Ce programme du Savoir pour tous dont participe la stratégie
unescaine de développement du livre et de la lecture, est-ce
qu’il reflète une convergence avec les objectifs internationaux
du programme éducation pour tous de l’UNESCO. Si oui, comment
le modèle mauritanien constitue-t-il une référence?
RD : Bien sûr qu’il y a une convergence avec les idéaux
de l’UNESCO. L’éducation est un des gros domaines de compétence
de l’UNESCO et surtout notre Directeur Général M. Koichiro
Matsura y tient beaucoup, que l’UNESCO s’engage dans ce que c’est le
suivi du forum d’éducation qui s’est tenu à Dakar en avril
2000.
Et c’est là que la communauté internationale avait décidé
de certains objectifs à atteindre pour 2015 et l’UNESCO est engagée
car on lui avait même demandé d’être chef de file
du système en collaboration avec toutes les autres agences du
système. Et comme M. Matsura le voit c’est en partenariat avec
les autres que cela se fera. Donc la stratégie mauritanienne
du Savoir pour tous s’inscrit parfaitement dans ce que sont les objectifs
et les idéaux de l’UNESCO.
Sur un plan international, ce sont aussi les objectifs du millénaire
que l’assemblée des Nations Unies avec tous les Etats membres
ont voté à titre d’objectifs pour le nouveau millénaire.
Ce que la Mauritanie est en train de faire actuellement s’inscrit parfaitement
dans le cadre des objectifs de la communauté internationale.
NI : Avez-vous à travers vos contacts durant votre séjour
dans le pays défini une stratégie pour la promotion du
savoir et quelles seront les séquences de cette stratégie?
RD : Oui j’ai eu la chance et l’honneur d’être reçue
par beaucoup de ministres dans cette première mission et j’ai
profité de cette opportunité pour comprendre plus les
objectifs du programme “savoir pour tous” et aussi pour proposer
ce que pourra être l’action de l’UNESCO pour adhérer à
l’action mauritanienne menée en ce sens.
Ainsi nous envisageons une stratégie à court et long terme
qui vise au développement du livre et de la lecture. J’ai trouvé
extrêmement intéressant l’idée de renforcer l’Imprimerie
Nationale et surtout l’édition nationale.
Il faut penser aux écrivains, aux droits d’auteurs, aux illustrateurs,
à tout ce que c’est la chaîne du développement du
livre ce sera une stratégie à long terme. Je suis venue
ici avec deux collègues du bureau de Rabat, notre petite délégation
travaille actuellement assidûment pour préparer nos rapports
et de possibles interventions que je vais soumettre au Directeur Général
à Paris et aux autorités pour valider ces projets que
nous sommes en train de développer et pour les mettre en oeuvre.
NI :
Plus explicitement, quelle sera la nature de ces nouveaux projets?
RD : Comme je l’ai dit, ce sont des projets qui visent à
s’inscrire dans le rôle important mené au sein de la bibliothèque
nationale mais aussi les bibliothèques régionales et en
même temps de développer des centres d’information communautaires
pour l’alphabétisation non formelle et pour assurer l’accès
au livre et à la lecture. Il y aura un accent spécial
sur les femmes et là aussi c’est une chose que je trouve magnifique
dans votre pays où il y a déjà une Secrétaire
d’Etat pour la Condition Féminine.
Nous avons discuté beaucoup avec Mme la Secrétaire d’Etat
sur l’importance d’éduquer les femmes. Vous savez des femmes
éduquées n’auront jamais des enfants illettrés.
Si on pense au développement durable, l’investissement sur la
femme et sur la famille en général est nécessaire
et le président l’a dit: “Un livre dans chaque foyer”
c’est magnifique comme slogan.
NI :
Comment comptez-vous financer cette stratégie à court
et long terme?
RD : C’est bien d’avoir posé la question. L’UNESCO n’est
pas une agence de financement, c’est une agence technique qui est appelée
à s’inscrire dans certains programmes pour donner son appui technique.
Cependant, dans le cadre de cette stratégie pour la Mauritanie,
nous pensons avoir de bonnes possibilités auprès de certains
bailleurs de fonds qui seront intéressés à financer
un ou deux projets.
Pour le moment, je travaille d’abord sur la base de faire une recherche
que nous avons déclenchée avec cette mission en recueillant
des données, en essayant de comprendre, de faire de la recherche
sur place, de parler à tous les acteurs concernés par
le programme de “savoir pour tous.”
La deuxième étape consiste à finaliser un document
de projet sur lequel nous sommes déjà en train de travailler.
J’ai déjà parlé avec les collègues du PNUD
et d’autres agences et j’ai hâte de rencontrer tous les collègues
et chefs d’agence mardi prochain pour leur parler de cette mission et
leur demander leur appui.
Au-delà de cela, il y a beaucoup d’intérêt pour
ce programme à l’UNESCO. J’ai de très bons espoirs et
je préfère en parlant laisser les choses à ce stade.
NI :
Comment évaluez les rapports entre l’UNESCO et la Mauritanie
dans les domaines tels que l’éducation, la science, la lecture
et la communication?
RD : Je pense que depuis, la Mauritanie a fait beaucoup d’efforts
sur cette stratégie de développement durable qui est en
harmonie avec les objectifs de l’UNESCO qui visent la paix et le développement
durable à travers l’éducation, la science, la culture
et la communication. Je pense que la Mauritanie fait d’énormes
progrès en lançant ce programme “savoir pour tous”
en pensant déjà à l’idée d’une maison d’édition,
de maisons du livre, avec les programmes d’alphabétisation.
J’ai eu l’opportunité de parler avec le ministre de la Culture
et j’ai appris beaucoup de démarches entreprises pour la préservation
du patrimoine oral intangible (chants, adages), des thèmes très
à cœur au niveau de notre Directeur Général
qui pense que ce n’est pas seulement les pierres qu’il faut préserver
mais les hommes, les femmes, leur culture, leur tradition, leurs langues.
C’est ainsi que Chinguitti, Oualata, Tichitt et Ouadane sont mis sur
la liste du patrimoine mondial.
NI :
Quels sont les facteurs qui ont contribué à cette impulsion
constatée dans les relations entre la Mauritanie et l’UNESCO?
RD : Je pense qu’il y a un facteur très important. Vous avez
un ambassadeur délégué à l’UNESCO à
Paris S.E. Sidi Mohamed Ould Sidaty qui est très dynamique et
qui a à coeur toutes les questions dont nous avons parlé
aujourd’hui.
Son action à Paris est fédératrice auprès
de notre Directeur Général qui fait que la coopération
entre la Mauritanie et l’UNESCO se renforce et aussi vous avez ici une
commission nationale qui nous représente au niveau local qui
est aussi très active et au milieu il y a le bureau de Rabat
avec une nouvelle Directrice qui vient de débarquer et qui s’intéresse
beaucoup à votre pays et qui est aussi prête à travailler
pour atteindre ces objectifs et je pense que vous avez un axe Paris-Rabat-Nouakchott
qui promet très bien pour le futur de notre coopération.
NI :
De votre ancien poste de Directrice du bureau de l’UNESCO au Vietnam
vous vous retrouvez au Maroc. le Sud-Est asiatique et le Maghreb ce
sont les deux extrêmes…
RD : Oui mais les enjeux restent les mêmes c’est l’alphabétisation,
l’accès aux opportunités, le rôle des femmes.
NI : Votre visite actuelle était prévue au mois d’octobre
et a été avancée pour le mois de septembre?
RD : C’est vrai, nos relations connaissent une grande impulsion.

permanente de la Mauritanie auprès de L’Unesco : Un bilan hautement
positif
Les
actions au sein des organes intergouvernementaux de l’UNESCO
1.
Le programme “Information pour tous”
Notre pays a été élu membre du Conseil intergouvernemental
du programme “Information pour tous” par la 31ème Conférence
générale de l’UNESCO (15 octobre au 2 novembre 2001). Le
Conseil est chargé, dans le cadre des décisions de la Conférence
générale relative au programme “Information pour tous”,
de guider la planification et la mise en oeuvre de ce programme.
Le programme “Information pour tous” est une structure de coopération
internationale et de définition de partenariats régionaux
et internationaux. Son objet est de soutenir le développement de
stratégies, de méthodes et d’outils communs afin de bâtir
une société de l’information libre et juste et de réduire
le fossé entre “inforiches” et “infopauvres”.
Le programme Information pour tous est un élément essentiel
de réalisation des objectifs inscrits dans le mandat de l’UNESCO
et auxquels notre pays adhère profondément, à savoir
contribuer à “l’éducation pour tous”, au “libre
échange des idées et du savoir” et enfin la “multiplication
des moyens de communication entre les individus et les peuples”.
Notre pays est représenté au sein de cet organe par un expert
désigné par le Secrétariat d’Etat aux Nouvelles Technologies.
| 2. Le comité du siège Le mandat de notre pays dans cet organe est de deux ans à compter du 15 octobre 2001. La délégation permanente assure notre participation en son sein. Il traite de toutes les questions liées au siège et à la logistique et aux infrastructures de l’UNESCO. |
La qualité
de membre de cet organe confère une influence certaine en matière
de politique de gestion du siège. Notre présence régulière
aux différentes sessions de ce comité nous a permis de participer
activement à la mise en place des réformes engagées
au cours de l’année 2002.

Le comité des pensions du personnel de l’UNESCO
Notre appartenance à cette structure destinée à
défendre les intérêts des fonctionnaires de l’UNESCO
créé avec les organisations sociales et syndicales du
personnel une proximité qui retentit positivement sur les bonnes
relations que la délégation permanente noue avec les différents
départements. Notre mandat dans ce comité couvre le biennium
2002-2003.
Actions
dans le cadre des programmes multiculturelles de l’UNESCO
Sensibilisation de l’UNESCO sur la politique nationale en matière
d’acquisition et de diffusion du savoir
Courant février 2002, la délégation a saisi le
Directeur Général de l’UNESCO et entrepris divers contacts
en vue de sensibiliser davantage l’Organisation sur l’engagement personnel
du Président de la République que traduit le programme
“Savoir pour tous”, les ambitieux projets en cours dans notre
pays en matière de Culture, d’Education et de Science, et sur
les efforts du Gouvernement pour combattre la pauvreté à
travers une stratégie novatrice promouvant l’acquisition et la
diffusion du savoir tout en encourageant l’accès aux nouvelles
technologies.
Cette sensibilisation a engendré une réelle prise en compte
par l’UNESCO qui se traduit par la mission conjointe entre le bureau
régional à Rabat et la délégation permanente
en cours actuellement.
1.
Mise à jour de la liste nationale des villes et sites historiques
Le centre du patrimoine mondial s’est engagé aux côtés
de la délégation pour explorer les voies devant permettre
de financer les travaux techniques de mise à jour de notre liste
nationale (aucun site national n’était jusque-là inscrit
sur la liste nationale).
2.
Préparation de l’inscription d’Azougui sur la liste du patrimoine
Notre pays a bénéficié d’une assistance préparatoire
à l’inscription du paysage culturel d’Azougui sur la liste du
Patrimoine Mondial et pour la réalisation de son plan de gestion.
Un expert international a été choisi par le centre du
patrimoine mondial afin de réaliser l’expertise nécessaire
à l’inscription.
3.
Projet de réalisation des schémas directeurs des villes
anciennes
Il est apparu nécessaire d’élaborer des schémas
directeurs et des manuels de conservation pour les quatre villes anciennes
: Ouadane, Chinguitti, Oualata et Tichitt afin de remédier à
la dégradation progressive de ces centres historiques. Notre
pays a obtenu un financement destiné à l’organisation
d’une mission préparatoire d’experts chargés de réaliser
les travaux relatifs à l’élaboration de l’avant projet
et aux expertises nécessaires afin de définir le potentiel
de chacune des quatre villes pouvant contribuer à leur développement
socio-économique.
Cette mission s’est déroulée à la satisfaction
des experts du 8 février au 03 mars 02.
