Opposition
: Après le FPO, le CCO!

L’invitation
du RFD à propos des journées de réflexion sur le
processus démocratique a mobilisé quelque huit formations
politiques. Trois jours durant, ces partis (AJD, APP, CC, FP, NOUHOUD,
PLEJ, PUDS, RFD), ont discuté de l’ordre du jour pour, finalement,
livrer un bilan très négatif de ce qu’ils ont appelé
” onze années de processus démocratique “.
Le principal résultat auquel semblent être parvenus ces partis
est celui de la mise sur pied d’une structure appelée aujourd’hui
le cadre de concertation commun de l’opposition. Une commission est désignée
pour se pencher sur le programme d’alternance et le plan d’action de cette
nouvelle structure.
Une entrée fracassante
D’entrée de jeu, le discours d’ouverture lu par Messaoud
Ould Boulkheir en disait long sur l’état d’esprit qui allait prédominer
durant ces travaux. Les guillemets autour du mot démocratie étant
une réserve préalable à l’égard du thème
choisi. Etaient invités à la cérémonie d’ouverture,
des représentants de missions diplomatiques, de la société
civile et de la presse indépendante.
| Quatre thèmes principaux figuraient à l’ordre du jour, à savoir les résultats et perspectives du processus démocratique, le degré d’application et les modifications nécessaires à apporter à la constitution, les libertés publiques et enfin le code électoral. Globalement, devait indiquer Messaoud, “si nous prenons quelques exemples de la situation que vivent les partis politiques (chez nous) nous aurons une image réelle de notre démocratie”. |

Les interdictions,
les restrictions, la violation des libertés et l’intégrité
des dirigeants et militants sont monnaie courante selon l’opposition et
l’arrestation puis la condamnation de Ch’bih Ould Cheikh Malaïnine
en sont l’exemple le plus frappant.
Dans
le discours d’ouverture, l’opposition n’occulte aucun aspect de ses préoccupations,
chaque formation politique pouvant ainsi se targuer d’avoir trouvé
dans ce discours les thèmes qui lui sont chers : interdiction de
AC, Attalia, UFD, l’esclavage, les évènements de 1989/90
dont les victimes, selon l’opposition, se trouvent encore dans un état
de délabrement et d’errance.
Le pouvoir est accusé de maintenir une police politique qui ”
continue de sévir contre tout suspect qui n’épouserait pas
les convictions du régime en place “.
La situation économique du pays n’est pas en reste dans ce discours
et l’opposition décrit une situation caractérisée
par la dévaluation continue de la monnaie nationale, la flambée
vertigineuse des prix, l’extension de la pauvreté et l’augmentation
du chômage. Sur le plan international, le soutien au peuple et à
l’autorité palestinienne figure en bonne place. La condamnation
ferme des relations diplomatiques avec Israël, les menaces de frappes
américaines contre l’Irak, les récents évènements
en côte d’Ivoire sont autant de thèmes abordés dans
ce discours d’ouverture.
Les travaux devaient ensuite se dérouler à huis clos dans
les locaux de l’hôtel Monotel. Mais, très vite les choses
ont pris une nouvelle tournure. Le directeur de l’hôtel, visiblement
dépassé, est venu demander aux organisateurs de libérer
les lieux car il ne souhaitait pas avoir de problèmes. Des coups
de fils très officiels lui auraient demandé de ne pas abriter
dans son hôtel une telle conférence. Après une légère
discussion, les participants ont décidé de rejoindre le
siège du RFD pour continuer leurs travaux. Les raisons d’une telle
expulsion n’ont pas été données mais l’on affirme
que certains partis n’étant pas reconnus ne peuvent participer
à une telle activité sous leur appellation de partis politiques.
“Que
doit faire l’opposition” ?
En réponse à cette question, que se sont posés
du reste ces partis à l’ouverture de leurs travaux, il a été
suggéré la mise à côté des divergences
secondaires et des évaluations sectaires ” pour franchir
le pas vers des fondements unifiés “. Les partis de l’opposition
entendent ainsi privilégier les notions d’unité nationale,
le respect des droits de l’Homme, l’encouragement de la démocratie
dans la pratique, ” loin de toute imitation caricaturale vide “.
L’idée dominante lors de ces travaux fut l’appel concret adressé
aux partis de l’opposition en vue de se mettre d’accord pour resserrer
leurs rangs et revoir leur mode d’organisation.
Cette attitude paraît être le seul moyen permettant ”
d’ouvrir les portes de l’espérance devant les Mauritaniens “.
Le communiqué final n’a pas apporté une réelle
nouveauté par rapport au contenu du discours d’ouverture, on
y retrouve les mêmes dénonciations. Les récentes
élections au sein du barreau mauritanien et la presse indépendante
ont constitué cependant deux éléments nouveaux
dans ce communiqué. Les participants ont fustigé ce qu’ils
ont appelé ” l’entreprise lâche et honteuse de falsification
des élections de l’ONA orchestrée par le régime
et ses réseaux occultes “. La presse indépendante
est victime, selon eux, de multiples entraves caractérisées
par la censure à grande échelle et les interdictions arbitraires
“.
Un
rapprochement est-il possible?
L’opposition semble cette fois-ci bien partie pour rapprocher ses points
de vues. L’accord des partis participants, dont certains sont pourtant
idéologiquement antinomiques, en vue de créer une structure
de coordination, représente un pas non négligeable vers
le rapprochement.
L’expérience n’est pas nouvelle, le FPO qui avait précédé
n’a pas pu faire long feu. Ce Front comportait en lui-même les
germes de sa décadence. Il a suffit que l’un de ses membres soit
dissous pour que les autres partis au sein du FPO se confondent dans
un imbroglio juridique dont nul n’avait la solution. Il faut gager que
la nouvelle structure tirera des enseignements de cette expérience,
surtout que deux formations au moins parmi les huit participants n’ont
pas été reconnues encore, il s’agit en l’occurrence de
Convention pour le Changement et Nouhoud Al Watani. A moins que la fusion
de ces partis au sein du grand ensemble RFD ne soit programmée
dans un court terme.
Il est certain que la question des élections présidentielles
prochaines a été éludée lors de ces travaux.
Discuter de cette question aurait peut-être provoqué plus
de discorde que d’entente.
Toujours est-il que les partis semblent avoir pris conscience de la
nécessité de redynamiser leur action en s’imprégnant
davantage des préoccupations des masses.
Le grand absent à ces travaux était le parti de l’Union
des Forces du Progrès (UFP). D’aucuns pensent d’ailleurs que
les journées organisées par le RFD ne sont que le résultat
d’une concurrence entre les deux ex-tendances de l’UFD/EN dissoute.
Aujourd’hui, la démarche du RFD, désormais soutenue par
les huit partis, semble être de bouter l’UFP hors du cercle de
l’opposition, voire d’accuser ce parti de faire le jeu de la Majorité.
Aucun parti n’a signalé cette absence et du côté
de l’UFP on a préféré ignorer cette rencontre.
Une remarque n’aura également pas échappé aux observateurs
: la majorité des partis ayant participé à ces
travaux étaient méconnus du grand public. Mis à
part l’organisateur et deux partis dont l’un d’ailleurs n’est pas encore
reconnu, il est difficile de parler véritablement d’un grand
rassemblement.
Coulisses
Au niveau de l’organisation, le RFD n’a pas lésiné sur les
moyens, assurant la prise en charge totale des participants durant les
travaux. Les cérémonies d’ouverture et de clôture
étaient filmées par le RFD qui visiblement voulait donner
une allure particulière à ces travaux. La location de l’hôtel
Monotel confirmant d’ailleurs ce fait. Il n’empêche que malgré
cet accroc, les participants étaient satisfaits de l’organisation
et du contenu des résultats.
La présence de Ahmed Hamza en tant qu’invité n’est pas non
plus passée inaperçue. Malgré sa démission,
l’homme d’affaires est resté en bons rapports avec ses amis de
l’opposition.
Le
président de l’UNDD Tidjane Koïta qui avait l’habitude d’assister
à toutes les occasions de rencontre au sein de l’opposition, n’a
pas figuré sur la liste des participants. Il faut dire que, jusqu’à
l’heure, il semble difficile de déterminer avec exactitude les
penchants de ce parti qui, à un certain moment, s’est rapproché
de la majorité présidentielle puis subitement semble avoir
fait volt-face en direction de l’opposition.
Encadré
En marge de leurs travaux, les partis ont rendu public deux résolutions,
la première relative à l’incarcération de Ch’bih
Ould Cheikh Mélaïnine et la seconde à leur expulsion
de l’hôtel Monotel où devaient se dérouler leurs
travaux.
Au sujet du président du Front Populaire, en prison depuis un
an et demi, les partis politiques ont réitéré leur
refus et leur désapprobation de l’arrestation et du procès,
réclamant sa libération immédiate et inconditionnelle.
L’incident de l’hôtel Monotel fut l’occasion pour les partis de
l’opposition de fustiger encore une fois le pouvoir, condamnant avec
force ce qu’ils ont appelé ” acte arbitraire qui défie
tous les partis d’opposition “. Ces partis ont confirmé
que ce genre de comportement ne les empêchera pas de continuer
leur action militante pour l’avènement d’une démocratie
réelle dans le pays.
Petrole
: Hardman très optimiste face à Chinguitti 4-4
Selon
le journal australien Sydney Morning Herald dans son édition
du 12 octobre, Hardman Resource a revu à la hausse ses estimations
concernant le potentiel pétrolier de l’offshore mauritanien.
En effet, le potentiel mis en évidence tout récemment
ferait du pays une nouvelle province pétrolière et ce
à la lumière des premières analyses et l’évaluation
des puits.
Hardman, qui est en train de forer Chinguitti 4-4 en partenariat avec
Woodside, Roc Oil Agip et Fusion Oil, a confirmé la présence
d’un bloc supplémentaire de pétrole.
La compagnie estime que les résultats combinés de l’évaluation
des nouveaux puits avec ceux de Chinguitti I ont confirmé la
présence d’un bloc de 280 m dans la partie Sud du champ pétrolier.
Cette nouvelle évaluation a amené Hardman à revoir
à la hausse ses estimations sur les réserves qui étaient
estimées, jusque-là, à 110.000.000 de barils.
M. Ted Ellyard, le Directeur Général de Hardman a déclaré
que sa société était encouragée par les
résultats du programme de forages spécialement par la
confirmation d’une couche profonde au contact de Chinguitti 4-4 et que
cette situation offre la perspective d’un solide projet commercial sans
recourir à des tests supplémentaires et de nouvelles évaluations
de puits.
M. Ellyard devait par ailleurs conclure que ces résultats et
les études d’ingénierie menées actuellement devaient
amener les parties à prendre une décision d’exploitation
en 2003.
