Atelier
de sensibilisation sur la Charte du CRED
Pour
le respect de l’éthique et de la déontologie
Deux
mois après sa création, le 3 mai dernier, le Comité pour le Respect
de l’Ethique et de la Déontologie de la presse écrite en Mauritanie
(CRED) a organisé les 11 et 12 juillet derniers un atelier de sensibilisation
sur sa charte. Environ 150 journalistes et éditeurs de journaux ont
pris part à ces journées. Après deux jours de travaux de groupes animés
par des universitaires et des représentants de la société civile ,
les participants ont adopté une série de recommandations en vue de
faciliter la mise en pratique de la charte du CRED. Organisé par le
CRED en collaboration avec le ministère de la Communication et des
Relations avec le Parlement et le PNUD, cet atelier est le premier
du genre depuis la libéralisation de la presse en 1991.
Les
participants aux travaux de l’atelier ont fait les remarques et recommandations
suivantes :

Les participants ont réaffirmé que le CRED est une institution pour
la défense de la liberté de la presse, des droits des journalistes
et un cadre de confraternité.

Les participants ont recommandé de fixer et faciliter les modalités
d’acquisition de la carte de presse. Ils ont insisté sur la nécessité
de défendre le journaliste dans le cadre de l’exercice de sa fonction.

Ils ont insisté sur la nécessité de l’ouverture des sources d’informations
aux journalistes

Ils ont insisté sur la nécessité de fixer un seuil minimum pour le
salaire des journalistes et la réglementation du rapport entre eux
et les directeurs de publications.

Ils ont insisté sur la nécessité de développer un esprit de confraternité
et d’entraide entre les journalistes.
6 Ils ont insisté sur la nécessité de demander la révision de l’ordonnance
sur la presse en concertation avec les organes représentant celle-ci.

Ils ont insisté sur la nécessité de refuser de pratiquer ou de subir
la corruption sous toutes ses formes et d’éviter tous les comportements
qui portent atteinte à l’honneur de la profession.

Ils ont insisté sur la nécessité de la coordination avec les autorités
concernées pour la publication d’un décret au lieu de l’arrêté conjoint
pour l’agrément du CRED afin de renforcer les statuts juridiques de
cette structure.

Ils ont insisté sur la nécessité de la nécessité de l’application
de la charte au niveau individuel et institutionnel, ainsi qu ‘au
niveau des journaux (supervision morale interne).

Ils ont insisté sur la nécessité d’une campagne de sensibilisation
et de communication au sein des journaux autour de la charte et son
affichage dans les rédactions.

Ils ont insisté sur la nécessité de prendre en compte le fait que,
dès la signature de la charte, les décisions du CRED sont obligatoires.

Ils ont insisté sur la nécessité de prendre en compte le fait que,
le journaliste doit se soustraire à toutes les contraintes claniques,
tribales, régionales ou raciales

Ils ont insisté sur la nécessité de l’organisation de cycles de perfectionnements
professionnels des journalistes et demandent la création d’une institution
de formation professionnelle des journalistes.

Ils ont insisté sur la nécessité de la création d’une structure organisant
la distribution des publicités.

Les participants ont aussi demandé aux autorités publiques de pourvoir
le CRED d’un siège et des moyens nécessaires qui lui permettent d’exécuter
sa mission. Ils ont demandé aussi une subvention de la presse par
l’Etat et une réduction des prix des produits d’impression.

Les journalistes ont insisté pour que la charte soit appliquée dès
les prochaines parutions et mettent le point sur l’importance de la
commission de lecture du CRED devant laquelle doivent être déposés
deux exemplaires du journal.
Les
participants félicitent le CRED pour son initiative de réunir ce grand
nombre de journalistes autour d’un principe aussi important que la
charte. Ils remercient le Ministère de la Communication pour avoir
supervisé ces travaux ainsi que le Ministère de la justice et le PNUD
pour avoir donné les moyens de l’organiser. Comme ils remercient les
animateurs et les journalistes qui ont valeureusement participé à
la réussite et à l’enrichissement des débats. A l’ouverture de l’atelier
le Président du CRED Abderrahmane O. Horma O. Bebana s’est félicité
de la tenue de l’atelier indiquant qu’il s’est attelé à faire participer
l’ensemble des journalistes car soutient-il c’est la meilleur façon
de leur rendre service. Il a également remercié les autorités qui
ont tenu à participer ainsi que le PNUD qui a parrainé cet atelier.
Le président du CRED a présenté une communication relative aux droits
des journalistes. Il a rappelé le contenu de la charte et précisé
qu’elle contient l’essentiel de ces droits. Avant de réclamer les
autres droits devait-il ajouter, il faut d’abord enraciner ceux contenus
dans la charte. Pour le discours de clôture, le vice président du
CRED Mr Cheikhna Ould Nenni a remercié vivement les autorités pour
l’intérêt qu’elles ont manifesté lors de cet atelier. Il a également
adressé des mots de remerciement au PNUD, aux spécialistes, Le bâtonnier
de l’Ordre National des Avocats et le professeur Mohamed Mahmoud O.
Salah ainsi qu’aux journalistes présents. Il a notamment précisé que
sans la détermination des journalistes et l’appui conséquent du PNUD
et des autorités, un tel atelier n’aurait pas pu se tenir.

C’est
avec un grand plaisir que je me retrouve devant vous aujourd’hui,
car l’initiative que vous avez prise pour organiser ce séminaire de
sensibilisation à la charte d’éthique de votre profession est un signe
tangible du chemin parcouru en quelques semaines, depuis le séminaire
au cours duquel vous avez décidé la création du CRED.
Le nombre des signataires de la charte ainsi que le nombre de participants
à ce séminaire, témoignent d’un ancrage solide de la charte dans la
profession. Bien sûr, de l’adoption d’une charte à sa mise en uvre,
il y a encore plusieurs obstacles à surmonter, mais vous avez passé
une étape critique dont chacun doit se féliciter.
Il faut maintenant se pénétrer du contenu de cette charte, de ses
conséquences sur le travail de chacun et donc des conditions de son
application. C’est sûrement ce dont vous aurez à discuter maintenant,
pour qu’à partir de ce séminaire votre charte devienne réellement
effective. La manière dont vous avez organisé ce séminaire nous donne
pleinement confiance que vous saurez y parvenir.
Au risque de me répéter, je voudrais réaffirmer l’importance que
nous accordons, et avec nous beaucoup de partenaires et d’observateurs
extérieurs, à ce que cette charte soit bien appliquée. En effet, nous
sommes convaincus, et l’expérience des autres pays justifie largement
le bien fondé de cette conviction, qu’au-delà de son caractère régulateur,
l’application de la charte deviendra aussi l’âme ou, si vous voulez,
le ciment de votre profession. Votre charte, si elle est bien appliquée,
devrait libérer de nouvelles forces mobilisatrices d’énergies qui
feront proposer les médiats et le service qu’elles rendent à la société,
et plus particulièrement au développement de ses pratiques démocratiques.
