RFD
: Restructuration en vue
Le
bureau exécutif du RFD, a décidé de se réunir
lundi 12 août avec pour principal objectif, l’élection
d’un comité permanent. Par ailleurs le parti a l’intention de
revoir son organisation interne après les départs en série
qui se sont effectués depuis la fin du scrutin d’octobre dernier.
Assurer
la continuité
Au lendemain de sa création, le RFD a élu au bureau exécutif
près de soixante dix membres. Ce nombre pléthorique devait
ainsi figurer sur la liste des membres du bureaux exécutif en
attendant que des structures mieux définies soient mises en place.
Les élections, l’arrivée d’Ahmed Ould Daddah, puis les
crises qui se sont succédées, ont empêché
toute action dans le sens de l’organisation définitive des structures
permanantes du parti.
Maintenant que les choses semblent se calmer, le bureau exécutif
procédera à la désignation du comité permanent
qui sera composé de plusieurs cadres du parti. Les relation extérieures,
la jeunesse, la communication, la culture etc… seront autant de domaines
où un reponsable sera désigné.
Cette réunion intervient après une campagne de sensibilisation
qui a duré près de trois mois et dont la dernière
en date s’est déroulé à Arafat la semaine dernière.
Elle sera suivie en principe d”une campagne d’adhésion au niveau
de tout le territoire.
Réorganiser
les structures
Le plus important pour le RFD est de procéder à la restructuration
interne. Récemment le groupe connu sous l’appellation de groupe
des vingt huit a semé une certaine anarchie dans les rangs du
RFD et pour la première fois, Ahmed Ould Daddah est indéxé
par les siens qui l’accusent d’avoir accaparé tous les pouvoirs
sans volonté de partage. Ce groupe composé de nassériens,
d’éléments d’El hor et de négros-mauritaniens avait
exigé une participation plus importante dans la prise des décisions.
Mais, le dialogue avec le président du RFD n’a pas donné
les résultats scomptés, ce qui a provoqué leur
départ. Parmi les mécontents, Se trouve Diop Mamadou,
pourtant connu pour être l’un des proche d’Ahmed Ould Daddah.
Ce dernier qui était premier vice président a aujourd’hui
fait un volt-face spectaculaire en demandant ouvertement d’intégrer
le prds.
Cette série de départ a été un signal fort
pour le RFD qui comprend aujourd’hui la nécessité de discuter
ses problèmes et de leur trouver une solution, surtout avec l’approche
du scrutin présidentiel.
Par ailleurs, le bureau exécutif envisage de convoquer une assemblée
générale pour la tenue du premier congrès national.
Un évènement qui aura lieu peu de temps avant la campagne
présidentielle et qui permettra au RFD de raffermir son discours
dans l’espoir de s’attirer le maximum de sympatisans.
L’UFP
: Initiative en faveur de la démocratie
Le parti de l’Union des Forces du Progrès entend jouer un rôle
de premier plan dans le cadre de l’enracinement de la démocratie
en Mauritanie.
Ce parti reconnu aujourd’hui pour son discours modéré
a fait du dialogue national le créneau et le moteur de son action
politique. Dans une démarche qui constitue une première
du genre, l’UFP envisage de créer un “cadre de rencontres
et de discussions libres entre les différents acteurs politiques”.
Une déclaration diffusée à ce sujet, l’UFP décrit
le contexte actuel qui, selon ce parti, est caractérisé
par une insuffisance de terrains d’ententes et de discussions sincères
entre les differents acteurs politiques. Le parti note cependant l’amélioration
du système électoral et la convergence des principes sur
la nécessité de libération de l’accès aux
médias. Mais en même temps, l’UFP rappelle la situation
internationale et sous-régionale, préoccupants.
L’objectif de cette initiative est de promouvoir le dialogue national
en vue d’obtenir des recommandations consensuelles à même
de permettre une sorte de charte de bonne conduite adoptée et
respectée par tous les partis politiques. Ces rencontres, selon
l’UFP n’auront aucune connotation coercitive et seront ouvertes à
tous les acteurs politiques et organisations de la société
civile (syndicats, ONG, Presse, élus…)
Le parti compte mener les démarches préliminaires auprès
de tous les concernés pour que du 19 au 26 octobre puisse se
tenir une sorte des Etats généraux de la démocratie
en Mauritanie.
Ennouhoud
Al Watani : Première mise en garde des autorités
Les responsables du parti Ennouhoud Al Watani, ont été
convoqués la semaine dernière par les autorités
administratives.
L’adjoint au Wali a signifié notamment aux dirigeant de ce parti
que l’administration n’a pas encore délivré un récépissé
de reconnaissance au parti, ce qui implique qu’aucune manifestation
organisée par Ennouhoud ne peut être considérée
comme légale. Dans la foulée, les pancartes du siège
du parti se trouvant à la Socogim ont été enlevées
et un avertissement a été adressé à ses
dirigeants.
En réaction à cette mesure, les dirigeants ont rendu publique
une déclaration pour soutenir que leur existence ne peut dépendre
de la délivrance d’un récépissé. Le parti
a toujours indiqué que dans le domaine juridique, cette reconnaissance
est déduite du silence de l’administration qui n’a pas daigné
répondre à la demande de création du parti dont
les statuts sont déposés au ministère de l’intérieur
depuis un an. Les dirigeants d’Ennouhoud soutiennent par ailleurs qu’ils
sauront s’imposer sur la scène politique avec ou sans récépissé.
Il faut préciser que la démarche du Wali revêt un
caractère singulier car c’est généralement le ministère
de l’intérieur qui procède à ce type d’avertissements.
Après la tenue de son premier congrès national, le parti
Ennouhoud connaît un premier obstacle. Il reste possible de voir
ses premiers responsables se rapprocher des partis déjà
reconnus dans le cadre d’une coalition ou même d’une fusion, à
défaut d’une reconnaissance officielle.
La
CLTM se solidariseavec les intituteurs
Les instituteurs sont loin d’avoir désarmé et continuent
de mener des actions en vue d’obtenir gain de cause.
Dimanche dernier, le syndicat de l’Enseignement public a organisé
une conférence de presse au siège de la CLTM
Plusieurs intituteurs ont assisté à la conférence
ainsi que les dirigeants de la CLTM. A l’occasion le Secrétaire
génaral de la CLTM, monsieur Samory Ould Beye a indiqué
que, loin de vouloir politiser la question, la CLTM trouve légitimes
les revendiactions des instituteurs et se déclare solidaire avec
eux dans le sens de la réalisation de leurs objectifs. Le secrétaire
général du syndicat de l’enseignement public, Mokhtar
Ould M’bïrick, a fait quant à lui un exposé des démarches
entreprises jusqu’ici par les enseignants.
Il a notamment rappelé l’entrevue avec le Secrétaire Général
du ministère de l’Education, l’occupation des locaux et l’intervention
de la police dans les locaux même du ministère pour disperser
le groupe d’enseignants venus pour obtenir une audience avec le ministre.
Ould m’boïrick a ajouté que ces intimidations ne découragerons
pas les instituteurs car ces derniers vivent une situation désastreuse
et méritent les indemnisations qu’ils réclament.
Il faut en effet rappeler que les instituteurs réclament une
prime d’éloignement au profit de l’ensemble des instituteurs
ainsi que la prise en compte des efforts fournis par les enseignants
bilingues et multigrades. Le financement de la Banque Mondiale detiné
à ce volet semble être disponible mais le ministère
tarde sciemment à le débloquer selon les instituteurs.
Le problème
des affectations.
Dans une déclaration qu’il ont rendu publique, les instituteurs
ont vigoureusement dénoncé le chantage et le marchandage
qui caractérisent l’opération d’affectation des enseignants
qui a lieu chaque année. Selon les enseignants, il existerait
une “mafia” au sein du ministère de l’Education nationale
qui se remplit les poches chaque fois qu’il est question d’affectation.
Les instituteurs doivent ainsi payer des sommes importantes pour pouvoir
obtenir une d’affectations vers les lieux qu’ils désirent. Les
enseignants indiquent dans ce sens que certains fonctionnaires du ministère
peuvent assurer, moyennant payement, toutes les affectations imaginables
et même le reclassement administratif.
Après avoir passé en revue les multiples problèmes
auquel fait face l’enseignement fondamental, le secrétaire général
du syndicat de l’enseignement public a renouvellé son attachement
à la lutte syndicale et sa volonté de mobiliser le plus
grand nombre d’institeurs pour attirer l’attention des pouvoirs publics
et de la société civile sur le vécu difficile des
enseignants du fondamental.
