Pas de mesures spéciales, mais débats riches en marge
La
quinzième session ordinaire du congrès national du Parti Républicain
Démocratique et Socialiste (PRDS) s’est tenue les jeudi, vendredi
et samedi dernier au palais des congrès, sous la présidence de Maouiya
Ould Sid’Ahmed Taya. Comme à l’accoutumée, les débats ont eu lieu
en huis clos et ce n’est qu’au bout du troisième jour que les résultats
des travaux ont été communiqués aux journalistes, conviés pour la
circonstance.

Il a notamment
insisté sur la nécessité de lutter contre les fléaux du tribalisme,
du régionalisme et de l’exclusion. La tournée était également l’occasion
pour le Secrétaire Général, de prendre contact avec les militants à
l’approche des consultations d’octobre prochain. Par ailleurs, le congrès
a longuement discuté de la politique du savoir pour tous, insistant
sur la nécessité de mettre en relation les intellectuels et la masse
importante d’analphabètes. Sur un tout autre plan, le congrès a fait
un appel pressant pour une orientation vers la consommation locale.
L’exemple du riz a été principalement cité. Il est temps dira le Fédéral
de donner une importance au riz local. Pour cela, il y a lieu de prendre
des mesures d’encouragement qui vont conduire à sa consommation massive.
Le
fait marquant du congrès s’est déroulé en réalité en marge des travaux.
Pour la troisième fois, journalistes de la presse indépendantes et
responsables politiques du parti, se retrouvent autour d’une table
et entament très librement un débat sans frontières sur tous les aspects
de la vie politique, économique et sociale du pays. Même s’il s’agit
là d’une rencontre tout à fait informelle, il faut noter qu’elle a
acquis une régularité et connue une évolution particulièrement remarquable.
Les deux principaux responsables au sein du gouvernement ayant participé
à ce débat ont été, Mr Abdessalam Ould Mohamed Salah, Commissaire
aux Droits de l’Homme à la Lutte contre la Pauvreté et à l’Insertion
, puis Deddoud Ould Abdallahi ministre de la justice. Avec eux, d’éminents
cadres du parti Mohamed Ould Babetta, Mohamed Ould Tolba, Sidi Ould
Cheikh et Mhd Abdallahi Bellil. Deux femmes faisaient également de
ce collège. Par moments, le débat ressemblait plus à un échange entre
opposition et pouvoir car les journalistes étaient loin de ménager
leurs interlocuteurs, soulevant à chaque fois des questions pertinentes
(telles le nombre d’adhérents au PRDS) ou simplement gênantes, (comme
l’arrestation de Ch’Bih). Mais, force est d’admettre que leurs vis
à vis ne manquaient pas de tact lorsqu’il était question de répondre.
Les mises aux points du Commissaire aux Droits de l’Homme
Le
volet relatif à la pauvreté a constitué le point culminant des premières
discussions. Certains journalistes ont souligné que les résultats
obtenus jusqu’ici étaient loin d’être satisfaisant Selon eux, les
pauvres se comptent aujourd’hui par milliers, les kebbas et certains
quartiers défavorisés sont marginalisés et n’ont pas bénéficié des
multiples projets initiés par le commissariat. Par ailleurs ont noté
les journalistes, la campagne menée contre les mendiants est injuste
et donne l’impression que le pouvoir est entrain de lutter contre
les pauvres plutôt que de s’attaquer à la pauvreté. Bref un tableau
pessimiste a été dressé de la situation et il appartenait au commissaire
Abdessalam ould Mohamed Salah de répondre. Prenant la parole, le commissaire
a d’abord voulu attirer l’attention des journalistes sur un aspect
important de la question relative à la pauvreté. Il faut éviter, souligne-t-il,
d’aborder la question de la pauvreté en des termes moqueurs.
Il
s’agit d’un phénomène grave et dont la solution n’est pas aisée. Les
personnes touchées par la pauvreté vivent dans des conditions qui
interpellent nos consciences et nous nous devons de considérer avec
sérieux tout ce qui touche à ce phénomène. Premièrement, devait ajouter
le commissaire, je ne peux être qu’étonné d’entendre les journalistes
dire que les couches défavorisées n’ont pas bénéficié des projets
initiés par le commissariat. Il se trouve que la presse indépendante
a été, tout au long des deux ans et demi de notre exercice, l’un des
témoins principaux de l’ensemble de nos activités.
Elle a été conviée à plusieurs reprises par le commissariat et mise
en contact avec les principaux bénéficiaires des projets. Elle a même
eu à faire des déplacements à l’intérieur du pays pour constater sur
le terrain les impacts de nos interventions. Sur ce point, le Commissaire
aux Droits de l’Homme, très à cheval sur ses dossiers, va citer des
exemples concrets, chiffres à l’appui. Les journalistes devaient d’ailleurs
reconnaître la pertinence de cette intervention. Par ailleurs, le
commissaire abordera la question relative à la mendicité. Ne pensez
pas, devait-il préciser, que vous êtes les seuls à avoir du cur ou
a ressentir de la compassion à l’égard des personnes réduites à la
mendicité. Nous avons tous des sens et sommes musulmans. Mais, la
meilleure façon d’aider ces pauvres n’est pas de leur donner de l’argent.
Au commissariat devait ajouter Mr Abdessalam Ould Mohamed Salah, nous
avons initié un projet d’insertion destiné à la catégorie vulnérable
que représentent les mendiants.
En concertation, avec certaines ONG, nous avons consenti des financements
en faveur de toute ONG capable d’insérer dans la vie active un seul
mendiant. Malheureusement, la lecture qui a été faite de cette initiative
a été négative et nous nous sommes retrouvés avec une pléthore de
mendiants, qui n’en étaient pas en réalité, et ceci a porté préjudice
aux véritables nécessiteux. Pour l’heure, nous avons confié à deux
Oulemas, en l’occurrence Hamden Ould Tah et El Hadji Sy, la mission
de répertorier cette catégorie afin que nous puissions nous faire
une idée exacte et de contribuer à améliorer leurs conditions. Les
kebbas, Dar El Beida mais aussi les Adwabas reculés ne semblent pas
avoir de secrets pour le Commissaire qui aime à dire qu’il habite
dans ses localités.
Deddoud Ould Abdallahi: lautonomie des communes ne défavorise
pas l’opposition
Le
ministre de la justice devait à son tour répondre aux questions des
journalistes. Ces questions ont tourné autour de la nouvelle organisation
des communes, les problèmes de sécurité de la politique de la Mauritanie
concernant le conflit Israélo – arabe, du nouveau code de statut personnel.
Sur le nouveau texte relatif à la division de la commune de Nouakchott
et l’indépendance des unes par rapport aux autres, Deddoud précisera
qu’un pareil découpage ne sera pas de nature à créer des obstacles
à l’opposition comme prétendu par certains. Au contraire le nombre
de conseillers municipaux va augmenter ce qui augmentera les chances
des autres formations politiques d’être représentées.
Quant
aux questions de sécurité où l’on déplore actuellement un regain d’activité
de la police, il répondra que la question obéit à deux préoccupations.
La première soutient qu’il y a un manque de sécurité et la seconde
qu’il y a un abus. Ce qui se passe actuellement se situe au juste
milieu des deux préoccupations. Reprenant les deux points, Ahmed Ould
Tolba, cadre très sollicité au sein du PRDS, remarquera à son tour
que la division communale s’inscrit en droite ligne de l’évolution
du processus démocratique susceptible d’impulser le travail administratif.
Cette mesure se mettra donc au service du peuple et de ses représentants
en facilitant les procédures. Sur la sécurité, il annoncera que le
parti dispose de sections bien implantées et que tout problème de
sécurité est directement transmis au sommet.
A
l’heure actuelle, devait – il préciser on ne note aucune circonstance
anormale. Mohamed Ould Babetta qui prendra également la parole très
longuement, justifiera les mesures initiées dans le cadre de l’assainissement
de la ville. Il considère notamment que la citoyenneté exige un certain
nombre de contraintes qu’il faut obligatoirement supporter. Monsieur
Sidi Ould Cheikh, cadre du PRDS ayant occupé plusieurs postes de responsabilité
et désormais chargé du volet communication interviendra à son tour
pour annoncer que le parti inaugure une nouvelle page avec la presse.
L’accès aux informations est désormais facilité par l’existence d’une
commission qui servira de passerelle entre les décideurs et les journalistes.
Le débat informel et très divers était supervisé par Mr Mohamed Abdallahi
Bellil qui ne manquait pas l’occasion d’apporter des éclaircissements
chaque fois que c’était nécessaire.
